CHATTR ANTI-TRAFFICKING & EXPLOITATION POLICY
Effective Date: April 10, 2026
1. Purpose
Chattr prohibits the use of its Platform for activity involving exploitation or coercion. This Policy outlines our risk-based controls for detecting, preventing, and responding to:
- Human trafficking
- Commercial sexual exploitation
- Child sexual abuse material (CSAM)
- Non-consensual sexual activity
- Coercion or forced performance
2. Scope
This Policy applies to all users and creators, all uploaded or streamed content, all payment transactions, and all internal personnel with moderation authority.
3. Definitions (Abridged)
For the purposes of this Policy, the following definitions apply:
Human Trafficking
Recruiting, harboring, transporting, or obtaining a person for commercial sex or labor through force, fraud, coercion, or where a minor is involved.
Tech-Facilitated Exploitation
Online grooming, CSAM distribution, non-consensual intimate imagery, coercive livestream activity, and exploitation enabled by digital tools.
Suspicious Activity
User behavior, payment patterns, or content signals reasonably indicative of trafficking, coercion, or exploitation.
4. Zero-Tolerance Statement
Chattr maintains zero tolerance for trafficking, exploitation, or CSAM. Confirmed violations result in:
- Immediate content removal
- Account suspension or permanent termination
- Preservation of evidence
- Reporting to appropriate authorities where legally required
5. Governance & Responsibility
Chattr assigns oversight of exploitation risk controls to its Trust & Safety function. Risk reviews occur during the introduction of new monetization features, expansion of livestreaming, or modification of payment flows.
6. Risk-Based Due Diligence & Verification
Chattr employs multiple layers of verification and screening to mitigate exploitation risks:
A. Creator Identity Verification
Creators must complete government-issued ID verification and biometric liveness checks. Failure to maintain verification results in suspension.
B. Age & Consent Documentation
Creators are responsible for verifying all depicted individuals are 18+ and maintaining required records. Chattr may request documentation and suspend accounts pending review.
C. Pre-Publication Screening
Uploads may be screened using hash-matching tools, automated classifiers, and text analysis. High-risk signals may trigger human review prior to publication.
D. Payment Monitoring
Chattr may monitor transaction patterns for abnormal velocity, linked account clusters, and fraud indicators.
Chattr does not represent itself as a financial institution and does not independently file SARs unless legally required.
7. Continuous Monitoring
Chattr may review user reports, conduct periodic sampling, and re-scan previously approved content. Livestream moderation tools include delays and automated session termination where feasible.
8. Escalation & Cooperation
Where credible concerns arise, Chattr will preserve data and notify appropriate authorities. For suspected CSAM involving U.S. jurisdiction, reports will be made consistent with applicable reporting obligations.
9. User & Creator Obligations
Users and creators must:
- Comply with all Platform policies
- Avoid facilitating off-platform recruitment or third-party payment schemes
- Immediately report suspicious behavior
Failure to report known exploitation may result in account action.
10. Training & Awareness
Chattr provides internal training on exploitation indicators, coercion red flags, and non-consensual content detection.
11. Industry Cooperation
Chattr may participate in lawful hash-sharing initiatives, trusted-flagger frameworks, and industry working groups.
12. Record Retention
Moderation decisions and compliance logs are retained consistent with legal requirements, processor standards, and operational necessity.
13. Amendments
This Policy may be updated as laws or risk conditions change. Continued use of the Platform constitutes acceptance of updates.
